I. School Profile

Binzhou Medical University has been filed for the construction to be a doctoral degree conferring unit in Shandong Province. It is a provincial medical university with advantages in medical disciplines, rehabilitation medicine and special education, and integration and coordinated development of multiple disciplines such as medicine, science, engineering, management, and education. There are two campuses in Binzhou and Yantai, covering an area of 1,118,866 square meters. The main campus is located in Yantai, one of the Top Ten Habitable Cities surrounded by mountains and seas.

The University’s clinical medicine ranks among the top 5.453‰ of ESI’s global rankings, and was evaluated as the “Shandong Province First-Class Discipline”, selected in Shandong Province’s “High-level Discipline” construction list, approved as Shandong Province’s Professional Docking Industry Project for the Transformation from the Old to the New Drivers for Economic Growth. Its nursing and basic medicine have entered Top 25% and 50% of ARWU Ranking of the Best Subjects in China respectively.

The school has two campuses in Yantai and Binzhou, with a total construction area of 729,000 square meters, total assets value of RMB 1.73 billion yuan, and total value of teaching and research equipment RMB 440 million yuan. There are 4 directly affiliated hospitals (Affiliated Hospital of Binzhou Medical University, Yantai Affiliated Hospital of Binzhou Medical University, Yantaishan Mountain Hospital Affiliated to Binzhou Medical University, and Yantai Stomatological Hospital Affiliated to Binzhou Medical University), 18 non-directly affiliated hospitals, 13 teaching hospitals, and 205 practice teaching bases. Among them, Affiliated Hospital of Binzhou Medical University is the regional medical center of Shandong Province, and Yantai Affiliated Hospital is the first large-scale Grade-A general hospital in Yanwei area. In 2020, the Yantai Municipal People's Government and the University signed an agreement to include Yantaishan Mountain Hospital and Yantai Stomatological Hospital in the management of the University's directly affiliated hospitals.

II. Recruitment Positions and Basic Conditions

i. Post demand

A total of 200 doctors will be recruited this year, including 94 for Binzhou Medical University headquarters, 49 for Binzhou Affiliated Hospital, 33 for Yantai Affiliated Hospital, 16 for Affiliated Yantaishan Mountain Hospital, and 8 for Affiliated Yantai Stomatological Hospital. ii. Basic conditions

1. Foreign talents with the nationality of the People's Republic of China or holding employment permits and residence permits;

2. Complying with the Constitution and laws;

3. In good health;

4. Applicants should generally be under 45 years old (except for the first and second tier of talents);

5. Meeting other relevant conditions for public recruitment of staff in public institutions in Shandong Province.

iii. Others

Persons who have received criminal penalties and have been expelled from public office, full-time regular college and university students that will not graduate this year, servicemen, and personnel in other circumstances that are prohibited by law from applying for employment cannot apply for the recruitment. Candidates are not allowed to apply for positions in which they should avoid the situation of relatives as colleges.

III. Talent categories, conditions and remunerations for the University (Consulting the respective hospitals for those of the affiliated hospitals)

i. Talent category

1. First-tier talents: world-class scholars

(1) Introduction conditions: world-class scholars with outstanding academic achievements;

(2) Remunerations: recruited as a professor, and remuneration discussed on a case-by-case basis.

2. Second-tier talents: domestic first-class scholars

(1) Introduction conditions: leading talents with outstanding academic achievements, able to accurately grasp the dynamics and development direction of the discipline, and domestic first-class scholars who can lead the development of the discipline and the team;

(2) Remunerations: recruited as a professor, scientific research start-up fund of RMB 3 to 5 million yuan (natural sciences), housing subsidy RMB 1.5 to 2 million yuan, annual salary of RMB 1 to 1.5 million yuan.

3. Third-tier talents: influential scholars in China

(1) Introduction conditions: domestic scholars with certain academic influence, sustainable development potential and team organization ability;

(2) Remunerations: recruited as a professor, scientific research start-up fund of RMB 2 to 3 million yuan (natural sciences), house purchase subsidy of RMB 1 to 1.5 million yuan, and annual salary of RMB 600,000 to 800,000 yuan.

4. Fourth-tier talents: first-class scholars in the province

(1) Introduction conditions: young scholars with excellent potential for scientific research and innovation;

(2) Remunerations: recruited as a professor, research start-up fund of RMB 0.8 to 1.5 million yuan, housing subsidy of RMB 500,000 to 800,000 yuan, annual salary system can be implemented for outstanding people, with an annual salary of RMB 400,000 to 600,000 yuan.

5. Fifth-tier talents: outstanding scholars

(1) Introduction conditions: post-doctorate and doctorate in well-known universities and research institutes at home and abroad, capable of teaching and scientific research;

(2) Remunerations: recruited as an associate professor or lecturer, with a house purchase subsidy of RMB 200,000 to 500,000 yuan.

IV. Registration and employment

i. Registration and qualification review

1. Registration:

Online registration. Applicants should truthfully fill in the Binzhou Medical University Public Recruitment Registration Form  (Annex 2), together with personal resume, ID card, scientific research achievement certificates, academic degree certificates, professional and technical job qualification certificates and other materials (photocopy) ) and send to the relevant mailbox.

2. Qualification review:

For the qualification review of the recruited personnel, it runs through the entire recruitment process. Applicants need to fill in and submit relevant personal information truthfully. If the relevant materials and information provided by the applicant are false, they will be disqualified once detected.

ii. Interview

According to the relevant regulations on public recruitment of provincial public institutions, the positions recruited for doctoral students can be organized by means of simplified procedures and direct interviews upon approval. The interview results are the total test scores.

The interview is conducted in the form of a defense, and mainly examines work-related professional knowledge, business ability and comprehensive quality. The total score of the interview is 100 points, and the qualified score of the interview is 80 points. Only those who have reached the qualified score of the interview can enter the scope of inspection. The interview results will be announced on the spot after the interview.

iii. Inspection and Physical Examination

According to the interview results, candidates will be determined to enter the scope of inspection. For the qualified personnel of the inspection, the candidates who enter the medical examination scope shall be determined according to the ratio of the number of recruits of 1:1. The school sets up an inspection physical examination working group to be specifically responsible for the inspection of the physical examination work.

The inspection is conducted in a variety of ways according to the actual situation, mainly inspecting the political thoughts, moral qualities, professional ability, work performance, and qualifications for the proposed post.

The medical examination is organized by the University and carried out in designated provincial hospitals. The medical examination standards and items refer to the Notice on the Revision of the General Standards for Medical Examination for Civil Servant Recruitment (Trial) and the Notice on the Relevant Contents of the Medical Examination Operation Manual for Civil Servant Recruitment (Trial) (by The Ministry of Health (2016) No. 140), or otherwise in separate regulations by the State. After the candidates for the inspection scope are determined, the physical examination will be held at an optional time according to the epidemic situation.

Applicants who fail to participate in the physical examination at the prescribed time and place shall be considered as to have given up voluntarily. Applicants who need to be re-examined in accordance with regulations shall not be carried out in the original medical examination hospital. The re-inspection can only be carried out once, and the result is subject to the conclusion of the re-inspection.

iv. Public employment

The personnel to be recruited who have passed the interview, inspection, and physical examination will be uniformly publicized on the website of the Provincial Department of Human Resources and Social Security. The publicity period is 7 working days. If there is no objection to the publicity, a report will be filed to the Provincial Department of Human Resources and Social Security for review and record. If the employment conditions are met, the Public Institution Recruitment Personnel Recording Notice will be issued, and the relevant procedures will be handled with the Public Institution Recruitment Personnel Recording Notice for the employer and the hired personnel to sign the employment contract according to the regulations and establish the personnel relationship. The probationary period shall be implemented for the hired personnel according to the regulations, and the formal employment shall be qualified if the term expires, and the employment contract shall be terminated for the unqualified persons.
