On the afternoon of April 7th, the Seminar on Higher Education High-Quality Development for the Disabled in the New Era was held in Beijing and Yantai both online and offline. The seminar was instructed and supported by China Vocational and Technical Education Society and the School Planning, Construction and Development Center of the Ministry of Education. Mr. Lu Xin, President of China Vocational and Technical Education Society and former Vice Minister of Education, attended the meeting and chaired discussions as the leader of the expert group. Che Xianli, Party Secretary of the University Party Committee, delivered a speech, and Vice President Bai Xianyong presided over the meeting.
In his speech, Che Xianli expressed his sincere welcome and heartfelt thanks to the leaders and experts attending the meeting on behalf of BMU. He briefly introduced the development history of BMU, the characteristics of disciplines and majors, and the school-running pattern of "Clinical Medicine and Pharmacy as Advantages and Disabled Education and Rehabilitation as Special Features". He said that BMU would take this seminar as an opportunity to further improve the understanding of higher education for the disabled and implement the school-running pattern of "Two Advantages and Two Special Features", consolidate the strategic position of higher education for the disabled in BMU, and unite the development force for the cause of the disabled. BMU would further improve the level of education and teaching for the disabled, take the opportunity of applying for the National Teaching Achievement Award to comprehensively and continuously promote the high-quality development of special education. BMU would further tap and condense the characteristics of higher education for the disabled, play a leading role in demonstration, and contribute wisdom and strength to writing a new chapter in the development of special education.
At the meeting, the participating experts exchanged ideas by speeches focusing on "higher education high-quality development for the disabled in the new era", and conducted collective discussions and comments. The responsible official of the School of Special Education made a report entitled Construction and Practice of the Talent Training System for Medical Students with Disabilities, Guided by Ideas, Multi-Party Coordination, and Characteristic Development.
The expert group agreed that the achievements of higher education for the disabled at Binzhou Medical University not only adhered to the medical education standards, but also took into account the physical and mental differences of students with disabilities, and integrated general education, special education, and medical education in a coordinated way, with innovations in theory, major breakthroughs in the program, outstanding achievements in practice, and a great influence on higher education throughout the country. It has provided a practical model for the cultivation of disabled students in colleges and universities, which is worthy of reference and promotion.
The CPC Central Committee and the State Council have always attached great importance to special education, and have always placed special education at the height of the overall reform and development of education, making overall planning and systematic advancement. Since the 18th National Congress of the Communist Party of China, the Ministry of Education and other three ministries and commissions have jointly implemented the special project of "Special Education School Construction Phase II", and successively organized and implemented two special education improvement plans, which has promoted the continuous improvement of the development level of special education. A solid foundation has been laid for improving the quality and efficiency of education for the disabled and for high-quality development. At the important historical juncture to accomplish the second centenary goal of building a powerful modern socialist country in an all-round way, on the new journey of accelerating the modernization of education and building a powerful country in education, and at the moment when the whole country welcomes the 20th National Congress of the Communist Party of China, the seminar, comprehensively summarizing the experience of higher education for the disabled, and showcasing the innovation and practical achievements of higher education for the disabled in relevant schools and institutions, is of great significance to promoting the high-quality development of special education.
