From February 17 to 18, Binzhou Medical University (BMU) held the 2023 working meeting of the leadership to earnestly develop its educational work under the guidance of the spirit of the 20th CPC National Congress and the national and provincial educational working meetings, sort through and summarize the main achievements in 2022, analyze and judge the development trend, study and arrange key tasks of 2023 and instill the whole university with the sense of urgency that the decisive battle comes at the start and a dash begins from the starting line. It was highlighted that we should handle a new situation with new ideas and create new measures on new concepts. We should concentrate on its strategic focus, invest more energy for progress, motivate the whole university. We should promote the integration and interflow of secondary vocational education and regular high school education. We should deepen the integration of production and education and boost the combination of science and education. We should pool resources for its quality development. We should blaze the trail in preparing education for imperial exams. So that we could create a new situation in developing it into a high-level medical university.

Che Xianli, Party Secretary of BMU, made a mobilization speech. Zhao Shengtian, President of BMU, summarized the work in 2022 and arranging the work in 2023. Other leaders of BMU including Sun Xiangjun, Bai Xianyong, Lyu Changjun, Wang Guangcheng, Zhao Jinggang, Tian Geng, Zhou Lianshun, Zhang Yulong present at the meeting interpreted the tasks in their charge and specified their work arrangement respectively.
Che Xianli pointed out in his speech that the year 2022, when the 20th CPC National Congress was held, was a trail-blazing year of significance in the BMU' s reform and development history for great events and substantial matters came in a throng, tough tests and battles unfolded in succession and auspicious and grand occasions arose one after another. Moreover, the year 2022 saw an increasingly rising trend of the whole university making concerted efforts and keeping forging ahead, a greater and greater atmosphere of the whole university working with one heart and towards the same direction, and a constantly improving political environment of officials free from corruption and bribery and esteeming people of integrity, which promote BMU to keep moving forward and take the lead in creating a situation for quality development. The year 2023 is the first year for implementing the requirements of the 20th CPC National Congress in an all-round way, a key year in the middle of the span for the 14th Five-Year Plan and also a year for fighting for the achievement of the goal of upgrading to a university able to provide doctoral education. The university, at an important historical juncture of carrying on the cause in the past and opening a way for the future, is in urgent need of going deep into the objective situation, offering to shoulder the historical mission, developing meticulous strategies for future development, scientifically setting development goals and enthusiastically pressing on.

To make sure of all work progressing smoothly and the year 2023 having a good start, Che Xianli demands: First, accurately grasping the situation and unwaveringly sticking to the strategy of quality development. We should gain insight into the general trend of the Party's and our country's policy on development, have a big picture of the development situation of higher medical education, keep in tune with the keynote of higher education reform and development in the new era, and propel Chinese-style education modernization through BMU's quality development. We should grasp the new development situation of higher medical education and accelerate the construction of new medical specialties and the innovative development of medical education. We should keep a close eye on the trend of BMU's development, making efforts to raise the university to a higher level and taking more responsibility and making more contributions in the course of comprehensively building BMU into a high-level application-oriented medical university matching the new era.
Second, focusing on key tasks and constantly injecting power into quality development. I. Intensify the basic concept of cultivating talents starting from moral education and bring up talents of higher and higher quality. We should establish correct values and following their guidance, expand the coverage of the main channel of classroom education, strengthen the main front of cultivating talents through all-round education. We should adhere to the philosophy of demand orientation, upgrade the talent cultivation model, improve the level of specialty construction, optimize the curriculum system, deepen teaching research without cease, so as to make solid progress in education on innovation and starting a business, and vigorously boost the reform of the management system of postgraduate education quality. We should insist on the principle of teachers' ethics going first, define the requirements of a high standard for teachers' professional ethics and expand study and practice routes, thus striving for building an excellent teaching body. II. Build up core competitiveness through constant self-improvement. We should, centering on the creation of first-class disciplines, intensify the whole planning of disciplines, promote interdisciplinary integration, originally build the discipline development mechanism and put efforts in improving the whole level of disciplines. We should lay emphasis on self-reliance and self-improvement in science and technology, improve the level of technological innovation, and incubate first-class platform projects, for the purposes of increasing the ability for providing technological service, and concentrating forces on enhancing the ability in technological innovation. III. Pool resources for comprehensive reform and teaching quality improvement and continuously modernizing the governance system and bolstering governance ability. We should optimize the modern university management system and the university governance system, managing the teaching system strictly by law, persistently deepening the reform of the university-level and school-level management systems and unceasingly strengthening multi-campus management. We should firmly carry forward the reform of the education evaluation system and properly handle the relations of the major and the minor, destroying the old and establishing the new and parts and the whole. We should also constantly deepen the reform in management and service, optimizing finance and audit work, intensifying the management of state-owned assets, and meticulously doing work in logistics, security, infrastructure and application of information technology. IV. Highlight opening up and win-win cooperation and providing social services of higher and higher quality. We should try our best to find more opportunities for the cooperation between the university and local authorities in co-construction. We should continuously expand the scope of social service to meet the major strategic need of serving our country's and regional economic and social development, the need of serving technological innovation and development and the need of serving medical treatment and public health. We should also push the diversification of international exchanges and cooperation and endeavoring to lift the university to the international level in terms of talent body, talent cultivation, academic research and campus environment.
Third, emphasizing the leading role of Party construction and unwaveringly making joint efforts for quality development. I. Maintain a firm political stance to ensure the smooth operation of the socialist university with Chinese characteristics and embody the leadership of the Party in every aspect and through the whole university operation process. II. Attach great importance to the function of politics and solidify grass-roots Party organizations to create the Party construction work brand of BMU. III. Consolidate the political base, coordinate the promotion of Party construction and development in an in-depth way, translate the advantage in Party construction into the advantage in development to lead BMU to the path to stable development and great achievements with high-quality Party construction as a guide. IV. Shoulder political responsibility and build a work pattern involving the whole university working together regardless their levels, and gathering inexhaustible resources from all sides to energize BMU's development. V. Acquire more political consciousness and practice in depth strict self-discipline in overall Party construction, so as to gain more and more momentum for BMU's quality development and fight for the construction of a high-level medical university with remarkable advantages and distinct characteristics.
Zhao Shengtian made a summary of BMU's work in 2022 and an overall arrangement for next year’s work. He first summarized BMU's work in 2022 after an overall review from nine aspects: Party construction work stepping onto a new stage, university governance being improved with new methods, the quality of talent fostering rising to a new level, discipline construction acquiring new momentum, the ability in scientific and technological innovation improving to a new level, making breakthroughs in the construction of the talent body, new achievements being seen in opening-up, cooperation and service, guaranteeing support for the university operation and solidifying a new base, and BMU making new progress in campus security and stability. Then he made a brief analysis of the situation and challenges BMU was facing in development, hoping that the whole university would continue to work hard without distractions and without slacking off in the pursuit of BMU's development, work out better strategies, properly solve critical problems and choking problems by investing more energy and taking more effective measures and uninterruptedly create new situations for BMU to build a high-level medical university of the application type.

He pointed out that, for fulfilling the tasks in 2023, we must keep in mind our original aspiration and mission of educating students for the Party and fostering talents for our country, and assume the glorious mission of walking ahead and opening a new situation, comprehensively implement the requirements of national and provincial education work meetings, spare no effort to make a good start, open new tracks and develop new advantages. We must seriously think about the answers to the questions How will education serve the building of a powerful country and How will Shandong serve the strategy of developing our country through education with pushing forward the integration and interflow of secondary vocational education and regular high school education as a key, deepening production and education integration as a focus and promoting science and education combination as new direction. We must make innovation without straying from the right path, reform the old and establish the new and bring forth the new through the old to deliver all the annual tasks in accordance with high standards, make strides in preparing education for the imperial exams and accelerate BMU's higher-quality development standing at the higher starting point.
He stressed the following points: First, strengthening the political development of Party organizations and the guiding role of the construction of Party organizations. We should emphasize the political construction of Party organizations, going deeper and deeper into theoretical study, intensifying the construction of grass-roots organizations and improving the working style of all ranks of officials, unwaveringly enforcing Party disciplines in an all-round way. We should intensify the publicity and the construction of campus culture and promote the integration of Party construction and services and their complementarity. Second, deepening comprehensive reform and giving impetus to the modernization of the national governance system and means. We should advance the stable implementation of the 14th Five-Year plan, continue with the work of updating our institution to a university as early as possible, deepen the reform of the comprehensive education evaluation system and unceasingly improve the level of governing the university by law. Third, deepening education and teaching reform to comprehensively improve the quality of talent cultivation. We should strengthen specialty construction, optimize the model of education and teaching, comprehensively improve curriculum construction, boost the building of the teaching quality guaranteeing system and the practical teaching base, intensify education on innovation and starting a business, and the education and training of postgraduates, and enhance the quality of continuing education. Fourth, exploring the inherent attributes of disciplines and improving the ability to drive innovation. We should steadily advance discipline construction, speed up the construction of academic degree program, put efforts in improving the ability for scientific research and innovation, and make production, study and research coordinated innovation. Fifth, sticking to the strategy of talents energizing BMU. We should boost teachers' ethics and improving teachers' working style, intensify the construction of talent teams, foster quality teaching staff through training and reinforce the construction of the teaching body. We should highlight the leading role of ideology and politics, persistently improve the academic atmosphere, enhance the ability to manage and serve students, and help them grow into talents. The meeting emphasized that BMU's different causes involve everyone of the campus, so the whole university must work with one heart and one mind, move towards the same direction shoulder to shoulder. We should have the sense of urgency that the decisive battle begins at the start and a dash begins from the starting line, seize the great opportunity bestowed by the new era, always take high quality development as the guide, the building of high-level application-oriented university as the goal.
