On the morning of October 23, the university held an unveiling ceremony in the reception room on the tenth floor of the administrative building, marking the official establishment of the Binzhou Medical University–Tver State University Mental Health and Rehabilitation Research Center. Party Committee member and Vice President Xie Shuyang; Barilyak Irina, Dean of the Psychology Department at Tver State University; and Kira Rozova, Director of the International Projects Department, attended the unveiling ceremony.

On behalf of the university, Xie Shuyang welcomed Kira Rozova's visit and reviewed the history of exchange and cooperation between the two universities. The two sides engaged in discussions on psychology talent cultivation, scientific research collaboration, joint educational programs, and discipline development, reaching a consensus on cooperation. Both parties unanimously expressed their intention to continue enhancing exchanges, leveraging complementary strengths, and jointly promoting the gradual advancement of more substantive cooperation between the two institutions.
Visiting the university's history museum
Following the discussions, Kira Rozova toured the university's history museum and the laboratories of the School of Special Education and Rehabilitation, engaged in dialogues with faculty and student representatives, delivered an academic report, and proceeded to the Second Clinical Medical College (Yantai Affiliated Hospital) for visits and exchanges.
